By casting Johnny Knoxville, they were obviously after the Jackass audience, which pretty much says it all.
According to IMDb, the 2005 movie had an estimated budget of $50,000,000. The opening weekend in the US & Canada (August 7, 2005) was $30,675,314. The gross for the US & Canada was $80,270,227, contributing to a worldwide gross of $111,069,515. That means that nearly 3/4 of the gross came from the US & Canada, so that must've been their market.

I assume you're asking about the cast picture from 'On The Rocks'. It's Hal Williams who played Jonas Jones in 'Cooter's Confession'. He also played Officer 'Smitty' Smith in 'Sanford and Son' (another US remake of a classic British sitcom), Harley Foster in seven episodes of 'The Waltons', Sgt. Ted Ross in the TV series of 'Private Benjamin', and he has had guest roles on many TV shows from the '70s to 2013 (his last role currently listed). You can see his complete filmography here.

Here's another picture of Paul Smith (on the right) in 'Sam's Witchcraft Blows a Fuse', the penultimate episode of 'Bewitched' from 1972. The episode also featured Bernard Fox ('Iggins from 'Southern Comfurts') in one of his many appearances as Dr Bombay.
