You're half right. Lalo Schifrin composed the theme music for season 1 of Starsky and Hutch. The more familiar 'Gotcha' theme used for season 2 was written by Tom Scott. A reworked version was also used on season 4. The video below is a cool cover by British jazz funk group the James Taylor Quartet. The season 3 theme was written by Mark Snow. All three of these composers also scored several episode, as did Alan Silvestri who wrote a lot of the music
